ServiceManager: Waiting for service media.audio_policy

I was trying to boot Nexus 7 2013 Flo rom in Deb. The ROM is PhoenixOS.
I’m stuck at waiting for service media.audio_policy.
The LCD itself sometimes showing “Starting Apps”, other times it just show boot animation.
Any solution for this?

The ROM finally booted.
What I did : I replaced /system/lib/audio*.so with file from working ROM (in my case, LineageOS ROM).
