Can't enable plugins

We’re using Craft 3.5.15.1 . I updated one plugin and now all plugins are showing as disabled. when I click to enable, the message pops up saying it’s being enabled, but it’s not.

There’s no errors in storage/logs that I can see.

I can install new plugins, but disabling them will cause the error above on them as well.
