How to find 'pre-requisite' relationships between sentences

I have two arrays. Each of them is consists of some sentences indicating some action. For example:

array1 = ['Driving the car', 'Testing the function', 'Checking the variable'] 
array2 = ['Fueling the car', 'Assigning value in the variable', 'Writing the function']

For each sentence of array1, there is a pre-requisite sentence in array2. I want to find out which sentence of array2 is pre-requisite sentence for each of the sentence in array1.

I am not a data science guy. I just fell into this problem in my software engineering domains. Apology in advance if the question is not up to the mark of this forum. I have explored some of the questions like here or here, but seems for those I need deep knowledge in domains like RNN or ML.

I have also tried to use simple word2vec and than by calculating minimum cosine distance to identify the relationship. But that did not also resulted in good categorization. I also dont have much data to train a model.

So is there any way to find this type of relationship?
