Can I connect 4 fluorescent t8 18w lamps on 2x36w electronic ballast?

I had my old 4x18w electronic ballast die and they only had 2x36w one in local store. My question is since I have 4x18w lamps can I connect all 4 lamps and do i do 2 and 2 in series and then connect them to ballastr like 2 are one lamp? Is that legit?
