PAC2002 Tyre Model: Rolling resistance moment is 0

To calculate rolling resistance moment in PAC2002, formula which is given below can be used:

In my tire data (.tir file), QSY1 and QSY2 are 0. According to these values, this moment is calculated as 0. If there is no rolling moment, we can say that "there is no rolling resistance of tire". But it is impossible to face with zero rolling resistance and moment.

Is there any mistake in my tire data?
Or can i ignore rolling resistance in my model because of QSY1 and QSY2?
