Where does the comma go when you have a prepositional phrase and a relative clause modifying the same noun?

English Language & Usage Asked on December 2, 2020

I created a handout for clients that explains our policy.

"for clients" is a prepositional phrase, and "that explains our policy" is a relative clause. Both modify "handout", so where does the comma go?
