Intersect / Select by Location with WMTS file

I have points and WMTS tiles from NOAA.

Is it possible to find the intersection of the points and the tiles or would I have to download the actual raster data from NOAA?

I ask because the rasters are obviously very large, and the tiles are not.

Is there any way to ‘use’ WMTS layers, or are they just for display?
