Camaro 2015 manual - RPM is low - no check engine light

I have a 2015 Camaro manual when I’m driving on the freeway reaching 4th and 5th and 6th gear, my RPM bounces and doesn’t go past 3, and if I accelerate it bounces and stays stuck on 3, and my speedometer does increase speed but my RPM doesn’t go passed rpm 3? If anybody has had this problem it be a big help if u know somewhat of what I’m asking.
