How do you diagnose a P0491 on a VW CC 2010?

Error Code P0491 is defined as Secondary Air Injection System Insufficient Flow Bank 1

I have a VW CC 2010 2.0L TSI Sport which has the CBFA version of the engine which basically means it has an extra oxygen sensor, two cats on one pipe instead of just one cat, and a secondary air injection system to help heat up the cat on cold starts. Im lucky, this car only has one bank since its a transverse 4 cylinder engine. CEL is on.

I have an OBD eleven (DIY obd bluetooth scan tool) which i’ve used to run the "Basic Settings" test for that secondary air injection system and I can hear the air pump running and feel the hose connected post the air filter sucking air.

The problem is, the test fails as you can see by the "Sys.n.OK" below.

Even though the pump runs could it still be the problem? The air mass sensor which connects next to the combination valve seems to be working too as it changes values while the test is running from -100% to 50%.
