Have all 62 teams added in 2019 in the ICC T20I team ranking table had equal base ratings or had different ratings during initial calculation?

Between 01 May 2016 and 30 April 2019; both Fiji and Samoa had played 6 matches, won just 2 matches and lost rest 4 matches, same result but still they have had difference in the ranking table. (https://en.wikipedia.org/w/index.php?title=Template:ICC_T20I_Championship_rankings&oldid=897036430)

Fiji had 210 rating, while Samoa 205 rating. So, the initial ranking calculation was not based just on results.

As par (https://en.wikipedia.org/wiki/ICC_T20I_Championship), the winning team gets their opponent’s rating + 50 point, if the teams had rating difference of 40 or less. And "this system needed to assign base ratings to teams when it started".

I tried with that rules but my result doesn’t match with ICC table. I used "0" as base point and "0" as base ratings in the beginning of my calculation.

Do you know whether the base ratings were same for all 62 countries included or have had different own "base ratings" according to their assumed merit?
