Was the International Wrestling Cartel the first PA professional wrestling organization to reopen after the 2020 COVID-19 shutdown?

The International Wrestling Cartel is a wrestling promotion in Pittsburgh, PA, a successor to Steel City Wrestling. After shuttering their doors for several months due to Pennsylvania COVID-19 restrictions about large gatherings, and an abortive attempt at getting a live event running within the guidelines, they moved to outdoor events, starting with July 18th’s "Back in Business". Since then, the announcers have frequently referenced IWC as being "the first professional wrestling promotion in Pennsylania to open after the pandemic". I know that some wrestling promotions, such as WWE and AEW, never stopped operations, and that there are definitely other promotions currently running events, both indoor and outdoor, but was IWC actually the first to put on an event after the COVID-19 lockdown?

IWC made history on July 18th, 2020 at the Brownsville Drive-In by hosting the first professional wrestling event since the retune of sanctioned sports in the state of Pennsylvania!
