How to separate taskbar buttons of the same process on Windows 10 taskbar?

Windows 10 still has the taskbar like previous versions, and I set the buttons to never-combine mode.

The taskbar buttons of different apps can be dragged to reorder, however, those buttons of the same app won’t change order after each app window opened.

How to reorder the app buttons on taskbar of the same process (application)?
