Inheritable permissions not propagating on Windows Server 2016

Problem: Files generated by Networkservice only has permissions to networkservice and not the folder’s inherited permissions so I can’t do basic stuff like copy the file from the command prompt

Context:
Folder d:backupdev has full rights for me and networkservice on Windows Server 2016
When tableau server 2020.2.3 run as Networkservice to generate logs and backup files, files do not inherit folder permissions to my account only to Networkservice

Attempts at solving: I checked

• inheritance is enabled on the folder in windows server and that I have full control
  my rights applies to folders, subfolders, and files
• "Only apply these permissions to objects and/or containers within this container" is not checked
