Windows virtualization (no Boot Camp) on Mac hardware

I recently installed Windows on my old Mac to use it as a server. The problem is that I didn’t use Boot Camp, instead I just installed like a normal OS.

Is there a way to enable CPU virtualization to run Docker? I already tried some commands and enabling Hyper-V but still Docker still seems to need CPU virtualization

Edit:
After some research online I found that “rEFInd” could do the work. I’ll post an edit if that works.

Edit 2:
NVRAM reset didn’t solve the problem.
